CPSO Announces Additional Charges in ICAC Investigation

The Caddo Parish Sheriff's Office Internet Crimes Against Children (ICAC) Task Force, in partnership with the Special Victims Unit, has announced additional charges against a Shreveport man following an ongoing investigation into child sexual abuse material.

As previously reported, Kenneth Wayne Broussard, 41, of the 7100 block of Gregory Street, was arrested on May 5, 2026, after investigators received a cyber tip from the National Center for Missing & Exploited Children (NCMEC) indicating he had allegedly been viewing sexually explicit material involving juveniles online.

During the course of the investigation, investigators developed probable cause to believe Broussard was in possession of digital media depicting the sexual exploitation of minors, in violation of Louisiana law. 
At the time of the arrest, investigators lawfully seized a cellular telephone believed to belong to Broussard due to its suspected involvement in the commission of the offenses under investigation. Detective Thaddeus Scott later obtained a search warrant authorizing a forensic examination of the device. The warrant was reviewed and signed by the Honorable Judge Donald E. Hathaway.

On Wednesday, May 13, 2026, Sgt. Jared Marshall with the Caddo Parish Sheriff's Office conducted a forensic analysis of the seized cellular telephone. The examination revealed 7,877 additional image and video files depicting Child Sexual Abuse Material involving juvenile victims. Investigators also discovered one video file depicting the sexual abuse of an animal.

Based on evidence obtained throughout the investigation and forensic examination, Kenneth Broussard was charged with an extra 7,877 counts of Child Sexual Abuse Material and one count of Sexual Abuse of an Animal. 

Sheriff Henry Whitehorn Sr. stated that the Caddo Parish Sheriff's Office is dedicated to protecting children and actively pursuing those involved in the exploitation of minors.

The investigation remains ongoing.
